Taking a Worm’s‑eye view shows that what we called “progress” is burning through the very soil that keeps us alive. Policies race ahead of budgets, budgets often mismatch implementation, and implementation rarely feeds back to update the rules. Brilliant pilots bloom in cracks, while systemic risks multiply rapidly.

None of this has to be for lack of talent or will. But why is it so hard to pass the baton between policy, funding, and implementation when aiming for symbiotic re-growth?

A Continent in Tension

Europe’s technological and social innovation metabolism has long been fed on extraction, rivalry, and patents – eroding our collective coping capacity as exponential uncertainties like climate cascades, supply‑chain shocks, social fracture outrun linear governance cycles; institutional fatigue turns civil servants into mandate mediators rather than transformation stewards of public commons; and sustainability measures become occupational therapy as promising pilots stall at the hand‑over between law, money, and practice.

Yet, courageous leaders, innovation units, bioregional funds, research consortia, civic movements, and forward‑looking investors are each cultivating their own patch of fertile soil. Imagine these patches merged, through an intergenerational approach that maximises our capacity to convert existing resources:
